This survey has been developed to measure the impact of the IBSR project BALTIC UKH (https://interreg-baltic.eu/project/baltic-ukh/). From August 2023 to July 2025 the State and University Library in Hamburg, the National Library of Latvia, the branches in Aarhus und Copenhagen of the Royal Danish Library as well as Oslo Metropolitan University have jointly developd the 4C Toolbox - A Guide to Participatory Innovation. As the lead partner of the project, this survey has been developed by the project team of the State and University Library in Hamburg. Dear collaborator,

We are grateful for your active involvement in the project BALTIC UKH. In this survey, we would like to investigate if and how your participation in the project increased the institutional capacity within your organisation.

Institutional capacity is defined as an organisation’s ability to set and achieve goals through knowledge, skills, systems and institutions. An organisation increases its institutional capacity by securing the resources (human or technical) and structures (organisational or governance) it needs to perform its mandated tasks better.

In order to successfully evaluate this increased instituational capacity, this survey will not be anonymous. However, at the end of the survey you will be able to decide, if your information will stay within the project team or if it can be shared with the Interreg Baltic Sea Region Programme.
